Before a property interest will be considered protectible, a plaintiff must demonstrate something more than a unilateral (or one-sided) expectation of continued privileges. Instead, a plaintiff must show a legitimate claim of entitlement to a legally enforceable interest. Such a vested property interest must be evidenced by a completed consummated right for present or future enjoyment.
